Picture this: You are stopped at an intersection waiting for the light to turn green. Before it does, a truck slams into the back of your vehicle, changing the course of your afternoon, quite literally. Fortunately, the damage is only to your vehicle but emergency services arrive, police reports are filed, and your vehicle is towed away while the person who hit you drives off.
You have done nothing wrong. You are not the cause of this incident. However, within a few weeks you receive a bill for those emergency services, and you aren’t even the person who called! As odd as this may seem it is actually happening to people. Small municipalities are billing people for services even though they also have collected taxes to pay for those very services. Of course, they attempt to offer various justifications for it but all are insufficient.
I would compare this to using tax dollars to build public highways and then charging drivers to use those very highways. I guess we’re lucky that doesn’t happen.
